(a) for the payment of all valid claims

under the Workmen's Compensation Ordinance;

(b) for the payment of interest upon monies borrowed by the Employers Liability Committee;

(c) for the payment of expenses reasonably

incurred by members of the Employers Liability Committee in travelling to and from places when the Committee meets or other places necessary to be visited for the purpose of this Ordinance;

(a) for the payment of fees and charges incidental

to legal proceedings and of the cost of legal advice and assistance incurred and obtained in and for administering the fund;

(e) for the payment of expenses of collection and

administration of the fund;

(f) for the establishment, maintenance and conduct

of a rehabilitation centre for disabled workers in order to expedite their recovery;

(g) for such other purposes as may be determined by

resolution of the Legislative Council.

(1) The Employers Liability Committee may borrow

from time to time at such rates of interest as the Colonial Secretary approves such money as it deems necessary for the purpose of making the disbursements specified in Section 13.

(2) The Commissioner shall present half-yearly accounts of the Employers Liability Fund to the Employers Liability Committee.

(3) Such half-yearly accounts when passed by the Employers Liability Committee shall be published in the Gazette.

Offences and Penalties.

16.

(1) Any employer

(a) who fails to register;

(b) who fails to keep or cause to be kept a

register of workers;

(c) whose register is not kept up to date,

unless he explains such omission to the satisfaction of the court;

(d) sending a return containing any incorrect

or incomplete statement

the court may forthwith proceed to determine, taking further evidence if necessary, the number of workers in respect of whom the employer is chargeable with assessment under this Ordinance and may, in addition to any fine, impose a penalty not exceeding ten dollars in respect of

each worker.

(2) Such penalty shall be added to the fine imposed and shall be received and dealt with as part thereof.

(3) The payment of such penalty shall be deemed to
